The agency may agree with the prospective operator that all contractsrelating to the acquisition, construction, installation and equipping of aproject shall be solicited, negotiated, awarded and executed by the prospectiveoperator and its agents subject only to such approval by the agency as theagency may require in such agreement. Such agreement may provide that theagency may, out of the proceeds of bonds, make advances to or reimburse theoperator for all or a portion of its costs incurred in connection with suchcontracts.
