The foregoing sections of this Article provide an additional andalternative method for the doing of the things authorized and are supplementaland additional to powers conferred by other laws. This Article does notderogate any existing powers. The issuance of bonds or notes under theprovisions of this Article need not comply with the requirements of any otherlaw applicable to the issuance of bonds or notes. (1985 (Reg.
