By letter filed with the city clerk, the head of any department maydesignate, subject to the approval of the council, a qualified person toexercise the powers and perform the duties of head of that department during histemporary absence or disability. During his absence or disability, the councilmay revoke that designation at any time and appoint another officer to serveuntil the department head returns or his disability ceases.
