(a) The establishment and operation of an authority as hereinauthorized are governmental functions and constitute a public purpose, and theState of North Carolina and any unit of local government may appropriate fundsto support the establishment and operation of an authority.
(b) The State of North Carolina and any unit of local governmentmay also dedicate, sell, convey, donate or lease any of their interests in anyproperty to an authority. (1989, c. 780, s. 1.)
