Insofar as the provisions of this Article are inconsistent with theprovisions of any other act, general or special, the provisions of this Articleshall be controlling. This Article shall not repeal or modify any other actproviding a different method of financing parking projects in cities, thepowers conferred hereby being intended to be in addition to and not insubstitution for the powers conferred by other acts.
