This Article shall be construed as providing supplemental authority inaddition to the powers of the Department of Environment and Natural Resourcesunder Chapter 130A and Articles 21 and 38 of Chapter 143 of the GeneralStatutes, the powers of the North Carolina Utilities Commission under Chapter62 of the General Statutes, and any other provisions of law concerning localand regional water supplies.
