No winery may take retaliatoryaction against a wholesaler who files or manifests an intention to file acomplaint alleging that the winery violated a State or federal law or rule.Retaliatory action includes refusal without good cause to continue theagreement or a material reduction in the quality of service or quantity ofproducts available to the wholesaler under the agreement.
