Special mobile equipment maynot tow any vehicle other than the following:
(1) A single passengervehicle that can carry no more than nine passengers and is carrying nopassengers.
(2) A single property‑haulingvehicle that has a registered weight of 5,000 pounds or less, is carrying nopassengers, and does not exceed its registered weight. (1991(Reg. Sess., 1992), c. 1015, s. 3; 1999‑438, s. 29.)
