The Commissioner may make suchrules and regulations, not inconsistent with the provisions of this Article, ashe shall deem necessary or proper for the effective administration andenforcement of this Article, provided that a copy of such rules and regulationsshall be mailed to each motor vehicle dealer licensee and captive financesource 30 days prior to the effective date of such rules and regulations.
