Part 6.  Vehicles of Nonresidentsof State; Permanent Plates; Highway Patrol.

§ 20‑83.  Registrationby nonresidents.

(a)        When a residentcarrier of this State interchanges a properly licensed trailer or semitrailerwith another carrier who is a resident of another state, and adequate recordsare on file in his office to verify such interchanges, the North Carolinalicensed carrier may use the trailer licensed in such other state the same asif it is his own during the time the nonresident carrier is using the NorthCarolina licensed trailer.

(b)        Motor vehicles dulyregistered in a state or territory which are not allowed exemptions by theCommissioner, as provided for in the preceding paragraph, desiring to makeoccasional trips into or through the State of North Carolina, or operate inthis State for a period not exceeding 30 days, may be permitted the same useand privileges of the highways of this State as provided for similar vehiclesregularly licensed in this State, by procuring from the Commissioner triplicenses upon forms and under rules and regulations to be adopted by theCommissioner, good for use for a period of 30 days upon the payment of a fee incompensation for said privilege equivalent to one tenth of the annual fee whichwould be chargeable against said vehicle if regularly licensed in this State:Provided that only one such permit allowed by this section shall be issued forthe use of the same vehicle within the same registration year. Provided,however, that nothing in this provision shall prevent the extension of theprivileges of the use of the roads of this State to vehicles of other statesunder the reciprocity provisions provided by law: Provided further, thatnothing herein contained shall prevent the owners of vehicles from other statesfrom licensing such vehicles in the State of North Carolina under the sameterms and the same fees as like vehicles are licensed by owners resident inthis State.

(c)        Every nonresident,including any foreign corporation carrying  on business within this State andowning and operating in such business any motor vehicle, trailer or semitrailerwithin this State,  shall be required to register each such vehicle and pay thesame fees  therefor as is required with reference to like vehicles owned byresidents of this State.
