The Division shall providenotice to each person who applies for the issuance of a drivers license,learner's permit, or instruction permit to operate a motor vehicle, and to eachperson who applies for an identification card, that if the person is a sexoffender, then the person is required to register pursuant to Article 27A ofChapter 14 of the General Statutes.
