Each official communicationdirected by the Commissioner of Banks, or any State bank examiner, to any bank,or to any officer thereof, relating to an examination or investigationconducted or made by the Commissioner of Banks, or containing suggestions orrecommendations as to the conduct of the bank shall, if required by theauthority submitting same, be submitted by the officer or director receivingit, to the executive committee or board of directors of such bank and dulynoted in the minutes of such meeting. The receipt and submission of such noticeto the executive committee or board of directors shall be certified to theCommissioner of Banks within such time as he may require, by three members ofsuch committee or board.
