§54‑49.  Land Conservation and Development Bureau; land mortgageassociations.

Recognizing that agricultureis the most fundamental wealth‑producing occupation of the State and thatland is the basis of agriculture, the General Assembly of North Carolina doeshereby authorize and direct the State Department of Agriculture and ConsumerServices to establish as a major division of its organization a LandConservation and Land Development Bureau. The function of this Bureau shall beto promote conservation, rural home ownership, and the development of the landresources of the State through land mortgage associations under the followingprovisions.
