A newly chartered associationshall be entitled to a license to operate upon payment to the Division of theappropriate license fee as prescribed by the Commissioner of Banks, when itshows to the satisfaction of the Commissioner of Banks evidence of capable,efficient and equitable management, and when it passes a final inspection bythe Commissioner of Banks or his representatives preceding the opening of itsdoors for business.
