Whenever an agency of theUnited States government defers to the Commissioner of Banks, or notifies theCommissioner of Banks of pending action against a savings bank chartered bythis State, or fails to exercise its authority over any State or federallychartered savings bank doing business in this State, the Commissioner of Banksmay exercise jurisdiction over the savings bank.
