If any public utility operating in the State other than a motor carrieris owned, controlled or operated by lease or other agreement by any otherpublic utility doing business in the State, its rates may, in the discretion ofthe Commission, be determined for such public utility by the rates prescribedfor the public utility which owns, controls or operates it.
