§ 63‑65. Authority ofDepartment of Transportation generally; "airport" defined.
(a) The Department ofTransportation is hereby authorized, subject to the limitations and conditionsof this Article, to provide State aid in form of loans and grants to cities,counties, and public airport authorities of North Carolina for the purpose ofplanning, acquiring, constructing, or improving municipal, county, and otherpublicly owned or controlled airport facilities, and to authorize relatedprograms of aviation safety, education, promotions, and long‑rangeplanning.
