§ 7B‑3802.  Agreementsunder Compact.

The officers and agencies ofthis State and its subdivisions having authority to place children are herebyempowered to enter into agreements with appropriate officers or agencies of orin other party states pursuant to paragraph (b) of Article V of the InterstateCompact on the Placement of Children. Any such agreement which contains afinancial commitment or imposes a financial obligation on this State orsubdivision or agency thereof shall not be binding unless it has the approvalin writing of the Secretary of the Department of Health and Human Services inthe case of the State and of the county director of social services in the caseof a county or other subdivision of the State.
