Any person having the name ofhis farm recorded as provided in this Article shall first pay to the registerof deeds a fee of one dollar ($1.00), which fee shall be paid to the countytreasurer as other fees are to be paid to the county treasurer by such registerof deeds: Provided, that in counties where the fee system obtains, the feesherein mentioned shall go to the register of deeds of such counties.
