(a) Any personhereafter desiring to be registered and licensed to use the title"landscape architect" and to practice landscape architecture in theState, shall make a written application for examination to the Board, on a formprescribed by the Board, together with such evidence of his or herqualifications as may be prescribed by rules of the Board. Minimumqualifications under such rules shall require that the applicant:
(1) Shall be at least 18years of age.
(2) Shall be of goodmoral character.
(3) Shall be a graduateof a Landscape Architect's Accreditation Board (LAAB) accredited collegiatecurriculum in landscape architecture as approved by the Board.
(4) Shall have at leastfour years' experience in landscape architecture.
(a1) Notwithstanding therequirements of subdivisions (a)(3) and (4) of this section, any person who hashad a minimum of 10 years of education and experience in landscapearchitecture, in any combination deemed suitable by the Board, may makeapplication to the Board for examination.
(b) If the applicationis satisfactory to the Board, and is accompanied by the fees required by thisChapter, then the applicant shall be entitled to an examination to determinehis or her qualifications. If the result of the examination of any applicantshall be satisfactory to the Board, then the Board shall issue to the applicanta certificate to use the title "landscape architect" and to practicelandscape architecture in North Carolina. Examinations shall be held at leastonce a year at a time and place to be fixed by the Board which shall determinethe subjects and scope of the examination. The Board may adopt rules foradministering the examination in one or more parts at the same time or at differenttimes.
(c) The Board, withinits discretion, may issue licenses without examination and licenses byreciprocity or comity to persons holding a license or certificate in landscapearchitecture from any legally constituted board of examiners in another stateor country whose registration requirements are deemed to be equal or equivalentto those of this State.

(e) The Board, withinits discretion, may grant an honorific title license to persons who have heldfor a minimum of 20 years a license or certificate in landscape architectureissued by the Board or a legally constituted board of examiners in anotherstate or country whose registration requirements are equal or equivalent tothose of this State. The honorific title license shall allow the person to usethe title "landscape architect emeritus", but the person shall notpractice landscape architecture or provide expert testimony as a landscapearchitect in this State unless the person complies with the provisions of thisChapter.
