The Board of Certificationshall have the authority to establish certification programs for personnel whooperate the distribution portion of a water treatment facility. The Board mayprovide for voluntary of mandatory certification and may provide requirementsfor training, education, and experience of personnel to be certified. Theowner of a water treatment facility shall have three years to obtaincertification or the services of appropriately certified distribution personnelafter the effective date of mandatory certification.
