The Commission and theSecretary of Environment and Natural Resources are authorized to take allnecessary and appropriate steps in order to effectively and fairly achieve thepurposes of this Article, including, but not limited to, the providing oftraining for water pollution control system operators and cooperating witheducational institutions and private and public associations, persons, orcorporations in the promotion of training for water pollution control systempersonnel.
