§ 96‑32.  Common follow‑upinformation management system created.

(a)        The EmploymentSecurity Commission of North Carolina shall develop, implement, and maintain acommon follow‑up information management system for tracking theemployment status of current and former participants in State job training,education, and placement programs. The system shall provide for the automatedcollection, organization, dissemination, and analysis of data obtained fromState‑funded programs that provide job training and education and jobplacement services to program participants. In developing the system, the ESCshall ensure that data and information collected from State agencies isconfidential, not open for general public inspection, and maintained anddisseminated in a manner that protects the identity of individual persons fromgeneral public disclosure.

(b)        The ESC shall adoptprocedures and guidelines for the development and implementation of the CFSauthorized under this section.

(c)        Based on datacollected under the CFS, the ESC shall evaluate the effectiveness of jobtraining, education, and placement programs to determine if specific programgoals and objectives are attained, to determine placement and completion ratesfor each program, and to make recommendations regarding the continuation ofState funding for programs evaluated.
