27A-3-10. Recommendations to Legislature and Governor. The Department of Human Services shall consider the needs in the field of mental health, including the treatment of mental illness, and the needs of the Human Services Center and the community mental health centers in the State of South Dakota and make recommendations to the Legislature and the Governor for changes in existing legislation.
