46A-5-25. Apportionment of water by board of directors. In case the water supply shall not be sufficient to supply continuously the lands susceptible of irrigation therefrom, it shall be the duty of the board of directors to apportion, in a just and equitable proportion, a certain amount of such water upon certain or alternate days to different localities, as it may, in its judgment, think best for the interests of all concerned and with due regard to the legal and equitable rights of all.
