46A-18-68. Claims against district--Payment--Warrants. All claims against water project districts shall be paid by warrants or orders drawn on the district secretary-treasurer, signed by the chairman of the district, and countersigned by its secretary-treasurer. When warrants or orders have been issued and delivered, they may be presented to the secretary-treasurer of the district. If necessary, he shall endorse them "not paid for want of funds." These orders or warrants shall be registered by the secretary-treasurer in order of presentation and shall draw interest annually at a rate negotiated by the parties from the date of registration. They shall be registered by the district secretary-treasurer in anticipated receipt of water project district taxes or assessments due the district.
