CHAPTER 23 - WYOMING PUBLIC TELEVISION

 

21-23-101. Wyoming public television council; membership; duties;report.

 

(a) There is created the Wyoming public television council. The council shall consist of nine (9) members as follows:

 

(i) One (1) member appointed by the president of thepresident's council of the Wyoming community college commission;

 

(ii) One (1) member appointed by the president of the Universityof Wyoming;

 

(iii) One (1) member appointed by the superintendent of publicinstruction;

 

(iv) The executive director of the Wyoming community collegecommission who may co-chair the council;

 

(v) The president of the Central Wyoming Community College;

 

(vi) A representative from the Wyoming association of publicschool administrators as designated by the association;

 

(vii) The general manager of Wyoming public television who mayco-chair the council;

 

(viii) Two (2) members at large appointed by the governor.

 

(b) The members appointed pursuant to paragraphs (a)(i) through(iii) of this section shall serve terms of two (2) years. The member of thecouncil designated by the Wyoming association of public school administratorsand the two (2) members at large appointed by the governor shall serve terms offour (4) years. For the initial council, one (1) member at large appointed bythe governor shall be appointed for a term of two (2) years. Each member shallhold office until his successor is appointed and has been qualified.

 

(c) Ad hoc nonvoting members may also be appointed by thedirector of the department of family services, the director of the departmentof transportation, the director of the department of workforce services and theexecutive director of the Wyoming business council.

 

(d) The council shall serve in an advisory role for Wyomingpublic television (WPTV) and assist in fulfilling the mission of publictelevision to provide educational, cultural and informational programming tothe residents of this state. The council shall make recommendations each yearto the Wyoming community college commission on the proposed budget of WPTV. Thecouncil shall participate in WPTV's strategic planning that will includemeasurable performance standards through the development of specific goals andobjectives. The council shall review progress in achieving stated goals andobjectives, monitor use of state funds granted to WPTV and report its findingsto the Wyoming community college commission, the board of trustees of theCentral Wyoming College, the governor and the legislature. The council shallmeet not less than two (2) times each year.

 

(e) The Wyoming community college commission shall providenecessary administrative and technical assistance to the council in carryingout the council's duties as provided by this section.

 

(f) Members of the council shall not receive payment for theirservices but shall be entitled to receive travel reimbursement in the samemanner as state employees as provided by W.S. 9-3-102.

 

(g) On or before December 1 of each year, the council shallfile a report on its activities including findings and recommendations on theoperations of Wyoming public television. The report shall be filed with thegovernor, members of the joint appropriations interim committee, the Wyomingcommunity college commission and the Central Wyoming College board of trustees.
