The Public Health Services Advisory Council, the Council for Families and Children, the <br>Advisory Council for Medical Assistance, and the Institute for Aging shall be empowered <br>to accept gifts and grants, but all of these moneys shall be administered by the cabinet, <br>which shall administer these funds through appropriate trust and agency accounts.
