3-806. Report; contents.The authority shall submit to the Legislature no later than December 1, 1990, a report containing:(1) Recommendations for a funding mechanism for the development of an intrastate commercial airline;(2) Plans for the establishment of an intrastate commercial airline; and(3) A market and needs analysis of existing air service and proposed alternatives to such air service.
