When lands are acquired or leased under G.S. 113‑40, theDepartment is hereby authorized to make expenditures from any funds nototherwise obligated, for the management, development and utilization of suchareas; to sell or otherwise dispose of products from such lands, and to makesuch rules as may be necessary to carry out the purposes of G.S. 113‑40to 113‑44.
