All local land‑use plans adopted pursuant to this Article withinthe coastal area shall be consistent with the State guidelines. No permit shallbe issued under Part 4 of this Article which is inconsistent with the Stateguidelines. Any State land policies governing the acquisition, use anddisposition of land by State departments and agencies shall take account of andbe consistent with the State guidelines adopted under this Article, insofar aslands within the coastal area are concerned. Any State land classificationsystem which shall be promulgated shall take account of and be consistent withthe State guidelines adopted under this Article, insofar as it applies to landswithin the coastal area.
