The Secretary or the Secretaryof Environment and Natural Resources may institute an action in the countywhere the action arose or the county where the defendant resides to recover anymoney, other property or interest in property or the monetary value of goods orservices provided or paid for by the Department or the Secretary of Environmentand Natural Resources which are wrongfully paid or transferred to a personunder a program administered by the Department or the Secretary of Environmentand Natural Resources pursuant to this Chapter.
