(a) The Department isauthorized to establish an incentives program for individuals who change theirown oil to encourage them to return their used oil to a used oil collectioncenter.
(b) The incentives usedby the Department may involve the use of discount or prize coupons, prizedrawings, promotional giveaways, or other activities the Department determineswill promote collection, reuse, or proper disposal of used oil.
(c) The Department maycontract with a promotion company to administer the incentives program. (1989,c. 784, s. 2.)
