Funds may be allotted out of the contingency and emergencyappropriation to defray the necessary expenses incurred by departments,institutions and agencies financed out of the general fund of the State, anddepartments, institutions and agencies financed out of special funds orentirely from receipts shall defray the necessary expenses incurred withoutexpense to the general fund of the State.
