All contracts, agreements and undertakings of such housing authoritiesheretofore entered into relating to financing, or aiding in the development oroperation of any housing projects, including (without limiting the generalityof the foregoing) loan and annual contributions contracts, agency contracts andleases, agreements with municipalities or other public bodies (including thosewhich are pledged or authorized to be pledged for the protection of theholders of any notes or bonds issued by such housing authorities or which are otherwise made a part of the contract with such holders of notes or bonds)relating to cooperation in aid of housing projects, payments to public bodiesin the State, furnishing of municipal services and facilities and theelimination of unsafe and insanitary dwellings, and contracts for theconstruction of housing projects, together with all proceedings, acts andthings heretofore undertaken or done with reference thereto, are herebyvalidated and declared legal in all respects.
