Whenever owner's certificateis not presented to the register along with any writing, instrument or recordfiled for registration under this Chapter, he shall forthwith send notice byregistered mail to the owner of such certificate, requesting him to produce thesame in order that a memorial of the transaction may be made thereon; and suchproduction may be required by subpoena duces tecum or by other process of thecourt, if necessary.
