The Commission shall governthe number of pilots necessary to maintain an efficient pilotage service.Present active pilots shall continue to serve with the Commission's power ofreduction to be effective only in the case of natural attrition except asprovided in G.S. 76A‑45. Docking masters shall not be deemed pilots forthis section or any other section in this Subchapter. (1981(Reg. Sess., 1982), c. 1176, s. 1.)
