Warrants drawn by a political subdivision on the county treasurer shall be paid in the order of presentation to the treasurer. If the fund is insufficient to pay a warrant, it shall be paid from monies obtained by the treasurer on behalf of each political subdivision pursuant to this article. If no agreement has been entered into under this article, the fiscal provisions prescribed in section 11-635 are applicable.
