Notwithstanding any other law or rule, as an exercise of the victim's constitutional
right to be heard at sentencing, before the imposition of sentence the victim in any case
may address the sentencing authority and present any information or opinions that concern
the victim or the victim's family, including the impact of the crime on the victim, the
harm caused by the crime, the criminal offense, the defendant, the need for restitution
or the sentence to be imposed at every sentencing or disposition proceeding.
