15-963. Capital transportation adjustment for
small school districts


A. A school district may apply to the state board of education for a capital
transportation adjustment for the purchase of a transportation vehicle if the district
meets all of the following requirements:


1. Has a student count of fewer than six hundred in kindergarten programs and
grades one through twelve.


2. Transports as eligible students at least one-third of the total student count of
the school district.


3. Has an approved daily route mileage per eligible student transported of more
than 1.0, computed as prescribed in section 15-945, subsection A, paragraph 4.


B. If a school district receives a capital transportation adjustment as provided in
this section, the soft capital allocation limit for that district shall be equal to the
capital levy revenue limit or the soft capital allocation limit determined as prescribed
in section 15-962 plus any additional amount approved by the state board of education.


C. The state board of education may grant a capital transportation adjustment to a
school district which meets the qualifications prescribed in subsection A of this
section, except that the total amount of all additional amounts approved as capital
transportation adjustments for all school districts for a fiscal year shall not exceed
twenty per cent of the total amount which a county may budget for that fiscal year in all
small district service program funds as provided in section 15-365, subsection F.
