16-342. Special election nominations by
delegate convention


Nominations entitling candidates to have their names printed on the official ballot
for a special election held for the purpose of filling a vacancy in an office may be made
by delegates assembled in convention if, in the judgment of the secretary of state and
the attorney general, the time is too short in which to hold a primary election, or the
cost of such primary election would be excessive or unnecessarily burdensome.
