28-4031. Definitions


In this article, unless the context otherwise requires:


1. "Declared gross weight" has the meaning prescribed in section 28-5431. If a
declaration has not been made, declared gross weight means gross weight.


2. "Gross weight" has the meaning prescribed in section 28-5431.


3. "Person" means:


(a) An owner or operator of a motor vehicle or vehicle combination subject to the
financial responsibility requirements of this article.


(b) For taxis, limousines, sedans or executive sedans, the person listed on the
department's records as the owner of the vehicle.


4. "Public highway" means any way or place of whatever nature and of any kind that
is used or open to the use by the public as a matter of right for the purpose of
vehicular travel, including a highway under construction.


5. "Vehicle combination" has the meaning prescribed in section 28-5431.
