The department shall send written notice to the owner or lessee of a motor vehicle registered pursuant to chapter 7 of this title of any suspension or any financial responsibility verification. The department shall send the notice by mail to the address provided to the department on the registration application or pursuant to section 28-448. Service of notice is complete on mailing.
