30-103. Administrative powers of authority;
compensation of assistants


A. The authority shall determine its organizational structure and methods of
procedure in accordance with the provisions of this chapter, and may adopt, amend or
rescind the routine and general rules, regulations and forms and prescribe a system of
accounts.


B. The authority shall provide necessary records, including order, resolution and
minute books. It may act, effectuate, manifest and record its actions by motion,
resolution, order or other appropriate method. Minute, order and resolution records shall
be orderly arranged and conveniently indexed. Records of the authority shall be public
and open for inspection during business hours.


C. The authority may employ engineering, accounting, skilled and other assistants,
define their duties and provide the conditions of employment. All positions shall be
filled by persons selected and appointed on a nonpartisan, fitness and qualification
basis.


D. Assistants, employed under the provisions of this section, shall receive
compensation as determined pursuant to section 38-611.
