36-182. Establishment of local health
departments or public health services district; powers;
expenditures; plan for local health departments
A. For the purpose of providing local full-time public health service, the board of
supervisors of a county shall establish a county department of health or a public health
services district.
B. The board of supervisors shall not impose any charges on any city or town for
public health services unless a valid intergovernmental agreement was in effect during
the period being charged.
C. A department of health established pursuant to this article may:
1. Develop health services with the use of any combination of federal, state or
local funds.
2. Expend monies budgeted for use of the department with the advice of the local
board of health.
D. The department of health services shall prepare a plan for recommendation to the
counties, which shall outline a practical grouping of cities and counties of sufficient
population and of such area as may be sustained with reasonable economy and efficient
administration in order to provide efficient and effective local health services.
