36-265. Children's rehabilitative services
statewide parent action council; membership; duties; regional
parent action councils; program termination


A. The children's rehabilitative services statewide parent action council is
established consisting of the following members:


1. Two parents who are appointed by each of the four regional parent action
councils. These members shall elect two members who are appointed pursuant to this
paragraph to cochair the statewide council.


2. One representative from an advocacy group who is appointed by the cochairs of
the statewide council.


3. One staff member from each children's rehabilitative services clinic site who is
appointed by the administrator of that regional clinic site.


4. One representative from the department of health services who is appointed by
the director of the department of health services.


B. Members appointed pursuant to subsection A, paragraphs 2, 3 and 4 of this
section are nonvoting members and are not counted for the purpose of determining the
presence of a quorum.


C. The statewide council shall:


1. Participate in any process that changes the laws, rules, policies or procedures
that influence the delivery of children's rehabilitative services to children and
families.


2. Participate in any process regarding the planning and delivery of children's
rehabilitative services.


3. Promote parental involvement in treatment planning advocacy and patient care.


4. Participate with the children's rehabilitative services division in the ongoing
definition of parent-patient rights and responsibilities.


5. Require one parent council member from each children's rehabilitative services
region to participate in the administrators meetings between the department of health
services and the children's rehabilitative services clinics.


6. Require one parent council member from each children's rehabilitative services
region to participate in the medical director meetings between the department of health
services and the children's rehabilitative services clinics.


7. Participate in the development and distribution of the parent involvement fund
for the purpose of the statewide council.


D. The cochairs shall annually meet with the medical director of the children's
rehabilitative services division to exchange ideas regarding the delivery of children's
rehabilitative services to children and families.


E. A regional parent action council is established at each of the clinic sites.


F. Council members are not eligible to receive compensation but are eligible for
reimbursement of expenses pursuant to title 38, chapter 4, article 2.


G. The councils established by this section end on July 1, 2010 pursuant to section
41-3102.
