41-2514. State procurement rules


A. The director may adopt and issue rules pursuant to chapter 6 of this title to
carry out the purposes of this chapter.


B. Except by mutual consent of the parties to the contract, no rule promulgated
under this chapter may change any commitment, right or obligation of this state or of a
contractor under a contract in existence on the effective date of the rule.
