professional personnel and not by any youth. The records when not in use shall be
retained in a safe and secure place.

B. If a committed youth who is not residing with the youth's parent or legal
guardian is in need of medical, surgical or dental care, and a spouse, adult next of kin

recommendation of the attending physician or dentist, may authorize the performance of
such necessary medical, surgical or dental service.
