46-138. Expenditures for public welfare


The total amount which may be expended in any fiscal year by the state department
for each of the objects and purposes provided by this title shall in no event exceed the
amount appropriated in the general appropriation bill for each such object or purpose and
any monies granted by the federal government for such object or purpose, together with
additional amounts appropriated therefor by any special legislative appropriation
bill. If at the end of a fiscal year there is an unencumbered balance of the
appropriation for such fiscal year made to the state department for any such object or
purpose, the balance shall be deemed to consist exclusively of such monies.
