48-2664. Powers of board of directors


A. The board shall:


1. Manage and conduct the business and affairs of the district.


2. Make and execute all necessary contracts.


3. Adopt a seal for the district to be used in the attestation of instruments.


4. Provide for the payment from the proper funds of all debts and just claims
against the district.


5. Employ and appoint when necessary engineers to survey, plan, locate and estimate
the cost of the works necessary for drainage, and the land required for rights of way,
including drains, canals, sluices, water-gates, pumps and pumping plants, embankments and
material for construction.


6. Construct, maintain, operate and keep in repair all works necessary for drainage
purposes.


B. The board, its agents and employees may enter upon any land to make surveys and
may locate necessary drainage works and lines for any canals, sluices, water-gates, sites
and embankments, and the necessary branches thereof on any land which is deemed suitable
for such location.


C. The board may also acquire, hold and possess, either by donation, purchase or
condemnation, any land or other property necessary for the construction, use,
maintenance, repair and improvement, including extensions, of any works required for
drainage purposes.


D. The board may adopt equitable by-laws, rules and regulations and perform all
acts necessary to carry out the purposes of this chapter.
